CM/ECF Registration

The new system requires two separate types of accounts. The first is a CM/ECF account, which is used for the filing of documents and case management related functions, including access to restricted cases and documents in which you are authorized. These accounts are only issued to attorneys and qualified Pro Se parties and are processed and maintained locally. The CM/ECF account issued is only valid for the in the District of New Mexico for the U.S. District Court. If you wish to file in the Bankruptcy Court in New Mexico or another U.S. District Court you must apply for a separate account in that Court. The second is a PACER account. This type of account is required to view any case related queries, reports and documents and is fee-based. Anyone may apply for a PACER account, including the public. A PACER account is valid in any Federal Court. A firm may choose to obtain and share a single account or obtain an account for each individual. You may find more information and register for a PACER account on the PACER Service Center website at www.pacer.uscourts.gov. Questions regarding PACER accounts, including billing issues, should be directed to the PACER Service Center.

NOTE: Access to restricted cases and documents requires the use of both accounts, the CM/ECF account to establish your rights to the case and/or document, and the PACER account to actually view the authorized reports and documents.  In the situation where you need to access restricted cases or documents in which you are associated (actively representing a party), please login with your CM/ECF account first, then your PACER account.  Users logging in with PACER accounts only, will not have access to restricted cases and/or documents.  Authorized access rights to restricted cases and documents for an attorney are removed once the party they represent has been terminated on the case.

NOTE: Per section (1)(a)(2) of the Administrative Procedures Manual an attorney encountering a situation or circumstances that hinder their ability to electronically file documents with the Court may petition the Court for permission to file documents in paper format. A copy of the exemption application form may be obtained by clicking here. Applications shall be submitted, in duplicate, to the Clerk’s Office. Applicants will be notified of the Court’s decision by mail. All documents filed in paper form, subsequent to approval, must be accompanied by a copy of the approval document.
